How does one become underrated?

I guess it depends on the individual band. It could be a matter of lack of label support or lack of promotion, those have certainly happened before. Failure to land a good touring spot might be a factor as well. The wrong time could be a reason as a band could release a great metal album, but their style might not be in so they go unnoticed. The wrong place might be a factor as well because a band from a less prominent scene may not get as much of a push or attention as a band from a hot scene.

Any ideas?

I think that a lot of factors cause a band to be considered underrated. I think that this usually happens in the case of a band that is much different than the other bands out there. A good example is the band Kings X. They have been around for years, have had several critically acclaimed albums but for some reason most people never even heard of them. And even those people who know their name have never heard one of their songs.

I think it has something to do with when their albums are released. For example, Skid Row was a great band (IMO), but because they came on the scene at the same time as Warrant, Poison, Extreme, etc and everyone knew them because of "I Remember You", they were looked at as a girly, hair band. Their second album "Slave to the Grind" was really good, but got very little play.
